Some believe that the idea of improving schools by developing professional learning communities is effective. Allowing groups or combinations of individuals with an interest in education via grade-level, school committee, a high school department, an entire school district a state, department of educational, a national professional organization, etc that allows one to focus on learning rather than teaching, working collaborative have indeed been shown to be effective.
The professional learning community model flows from the assumption that the core mission of formal education includes both that the students are taught but to ensure that they learn; thus focus is taken from teaching to learning.
